The claims advanced by the Loyalists on account of services in connection with, and arising from, the Revolutionary War, were investigated by Special Commissioners appointed by the British Parliament in 1783, two of whom, viz: Col. Thomas Dundas and Mr. Jeremy Pemberton, were sent to Canada, to meet the claimants there in person and obtain evidence on the spot. The evidence thus secured is contained in a number of manuscript volumes, which were retained by Col. Thomas Dundas, at his home, Carron Hall, Stirlingshire, a transcript of them having been placed in the Public Record Office in London.
About 1864, Sir Henry Lefroy, who had married a grand-daughter of Col. Dundas, saw the original manuscript, and being then much interested in the Smithsonian Institution, which at that time was doing much to collect manuscript material relating to American History, he advised that these papers be sent to that institution. This was done, and the papers remained there until an Act of Congress was passed transferring the manuscripts in the Smithsonian to the Library of Congress, and the above manuscripts are now in the Manuscript Department there.
The Province of Ontario had them copied exactly, and have printed them in the Second Report of the Bureau of Archives for the Province of Ontario. Alexander Fraser. Provincial Archivist, 1904, (in two parts) without alteration. The manuscript reproduced differs from the transcript preserved in the Public Record Office in London in that it contains marginal notes and references made by the Commissioners during the proceedings, many of which are characteristic and sum up the position more pungently than appears in the official record.
This Second Report of the Bureau of Archives of Province of Ontario, is out of print, but our Society was fortunate enough to obtain a copy some time ago, and it is from this that the above information is taken.
The evidence on the various claims throw much light upon the Royalist side of the struggle, and it forms a valuable source of material for the personal history of those who remained loyal to the Crown.
In the New York Public Library there are some 58 Folio manuscript volumes of transcripts of memorials and claims of loyalists, copied from the records in the Public Record Office in London; these are arranged according to the states from which the memorialists came. Volume twenty-six contains the memorials of the South Carolina loyalists taken in Nova Scotia, and the list of names, as copied for this Society, agree, with a few exceptions, with those from South Carolina found in the printed Ontario Archives.
The memorials taken in London, of the South Carolina loyalists, are to be found in volumes 52 to 57 of the manuscript transcripts in the New York Public Library, and we now print below, the names of the memorialists, with reference to the manuscript volumes in which the claims are to be found.
The claimant appeared in person or by proxy and gave an account of his service, of trials endured, or losses suffered, for the Loyalist cause, and a schedule of property lost; these all being testified to by reliable witnesses.
